At the heart of the Hong Kong issue is the enactment of a national security law required by Article 23 of the
Basic Law
the city’s mini-constitution. The law prohibits acts of “treason, secession, sedition, or subversion”.
A hard way to do this is to pass the national security law and add it to Annex III of the Basic Law, the NPC Standing Committee, the country’s top legislative body, to reinterpret some colonial ordinances and turn them into a de facto national security law, a source familiar with the discussion said.
One such possible area is the export controls of technology. A part of HRDA specifically asks for a report on Hong Kong’s enforcement of technology trade controls will be interfered by the US govt to enforce US versions of interference similar to an Export List of controls enacted against Huawei which US does not have jurisdiction, then they will just take away the rights of Hong Kong autonomy status, and nothing more they can do.
